SCAA CANDIDATE FORUM
RULES OF ENGAGEMENT
May 13, 2000



 

Candidates are requested to arrive at the Village Hall at 3 P.M. to go over the rules and determine the speaking order for Part A of the question and answer session.

For now, we'll designate the order as:

Candidate 1
Candidate 2
Candidate 3
Candidate 4

The Forum will be chaired by Henry Glanternik. George Davis will act as timekeeper and keep track of the speaking order.

I. The Chair will introduce the candidates and briefly explain the rules. (8 minutes)

II. Candidates will be allowed up to 2 minutes each for opening remarks.(12 minutes)

III. Questions from the assembly.

Part A (60 minutes):

Each of the four candidates will be given up to 1 minutes to comment on every question that is asked. The first responder to Question 1 will be Candidate 1, the first responder to Question 2 will be Candidate 2, and so on. The Chair will call on other candidates for their comments in as fair a manner as possible. If we stuck to a more rigid order, the proceedings would become monotonous.

The Chair may on occasion interject with a follow-up question, in which case he will call on each candidate for a brief 1 minute response. Those questions will not affect the speaking order.

Part B (25 minutes):

Each of the four candidates will be given up to 1 minute to comment on every question that is asked. The person asking the question may direct it to a particular candidate. If no person is designated, the Chair will choose the order of responses (possibly by asking if any candidate wishes to respond first).

IV. Candidates will be given 1 minutes each for closing remarks. (10 minutes)

 

Total allotted time: 115 minutes
